Abstract

The article discusses the main aspects of social security and threats, as well as the specifics of social security in Uzbekistan. The development of the digital economy has led to a sharp increase in the amount of information needed to make management decisions in the economy at different levels. Ultimately, the knowledge of staff and the development of information and communication technologies in the national economy show an increase in its level of development and competitiveness

I . Introduction

Today, the development of the digital economy in the world is accelerating. Development of the digital economy fully meet consumer demand and increase labor productivity in industries and sectors of the economy. Electron crisis prevention based on accelerating the sale of commercial goods and services. This is a virtual payment system accelerates turnover.

As the President of the Republic of Uzbekistan Sh.M.Mirziyoev noted in his speech,"Today the concept of" digital economy "is one of the most popular in the world. We all see that it has become a topical issue. " In order to further develop science in our country, to educate young people with deep knowledge, high spirituality and culture, to accelerate the work on the formation of a competitive economy and bring it to a new, modern level, 2020 "Year of Science, Enlightenment and Digital Economy" 2, called. The task is to develop a program "Digital Uzbekistan - 2030", according to which the goal is to accelerate the process of digital transformation of Uzbekistan.

II. Literature review

Production in the "digital economy" using modern technologies such as robotics, large amounts of data and artificial intelligence radically improving, as a result of which labor productivity is drastic with the increase, these processes are strong for the whole world labor market shows the effect.

With the development of information technology today, new directions of employment are emerging. Employees are able to perform their duties remotely using information technology and are able to perform the assigned task at any time without leaving home.

The digital economy is rapidly entering the economies of many countries around the world. The rapid development of digital technologies has accelerated the process of globalization of the economy. Their effective use in all spheres of the economy is becoming a requirement of today. Digital transformation is a key tool in today's rapidly changing world. Digital economy is an economic activity that is a virtual environment that creates products and services that provide convenience to people, uses digital technologies and makes millions of connections between people, businesses, devices, data and processes online every day. is an enhancing system.

III. Analysis

A wide variety of economic activities uses digital data and knowledge as key drivers. The Internet, cloud computing, big data, financial technology, and other digital technologies are used to collect, store, and distribute data in digital form. completely changes the side effects.

The advantages of the digital economy are as follows:

- In the digital economy, the cost of searching for products is sharply reduced, because it is easier to receive any information online than offline;

- Consumption of goods by one consumer in the digital economy does not reduce the demand for other products and their quality;

- In the digital economy, the cost of transporting products and disseminating information about them is zero;

- Digital technologies can easily study the character of the consumer. This, in turn, creates one-to-one markets;

- Digital technologies also facilitate the creation of product brands and reputations;

- In the digital economy, trade can easily cross borders electronically.

The development of the digital economy can also have an impact on international business. There are great developments in the field of information and communication technologies, which can be reflected in various areas of activity of companies. They will be able to launch their products online and sell their products all over the world via the Internet. Companies with small investments can emerge and grow rapidly.

In today's digital economy, modern information technologies play an important role in increasing labor productivity and efficiency in many sectors of the economy and reducing costs. Changes in the digital economy will create new market rules for producers and consumers. As a result, companies need to look for new competitive strategies and increase competitive efficiency.

Over the past two years, Uzbekistan has been taking consistent measures to develop the digital economy, gradually introducing e-commerce systems for the exchange of electronic documents and services for individuals and legal entities in government agencies and other organizations. On December 28, 2018, the Address of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to the Oliy Majlis was held. The meeting instructed the government to develop a "road map" for the transition to a digital economy within two months.

The National Concept of Digital Economy, which envisages the modernization of all sectors of the economy on the basis of digital technologies, will be developed and the Digital Uzbekistan-2030 program will be implemented. "The digital economy will increase GDP by at least 30 percent and dramatically reduce corruption. Analyzes conducted by leading international organizations confirm this.

Therefore, it is necessary to carry out digital transformation in the economy, develop national information technologies and attract investment in this area, ”said President Shavkat Mirziyoyev. The draft resolution of the Cabinet of Ministers identifies the following areas for the development of the digital economy in the Republic of Uzbekistan:

- creation of favorable conditions for attracting foreign investment in the digital economy, the market of information technologies in the country, including through the organization of technology parks and coworking centers on the basis of public-private partnership;

- Development of modern telecommunications infrastructure, communication technologies and networks, coordination of the introduction of modern telecommunications services;

- Enhancing the digital economy through the introduction of e-services in public administration and the economy, the development of e-commerce and software markets;

- Development of proposals for the development of the national segment of the Internet, digital media content through organizational, logistical and economic support;

- use in the management of urban and regional infrastructure, in particular, housing and communal services, transport logistics, development of "smart systems" for a safe and "smart city";

- Improving the system of training qualified personnel.

IV. Discussion

All over the world, digital technologies are rapidly entering all areas and people’s lives. Countries that have taken the time to implement it are developing, while those that have been doing so are lagging behind. While developed countries are 12 contenders for a significant portion of the value added created by the digital economy, it is becoming increasingly impossible for underdeveloped countries to have a stake in the process.

Therefore, the development of the digital economy in our country has become the most important task for today and in the near future. The Resolution of the President of the Republic of Uzbekistan dated April 28, 2020 "On measures for the widespread introduction of digital economy and e-government" sets the task to increase the share of digital economy in GDP by 2 times, the volume of services in this area by 3 times by 2023.

It is difficult to imagine the development of a society and a country without science and enlightenment. Yusuf Khas Hajib wrote in his book, "An ignorant person is a fruitless tree, what can a hungry person do without a fruitless tree?" that shows the relevance and importance of the role of science. The emphasis on education and the development of the digital economy by the head of our state clearly show that the path chosen by Uzbekistan leads to only one direction, that is, we have entered a new stage of building a society that is economically, socially, politically strong and fully compliant with market economy laws.

At the same time, specific quantitative indicators for the development of the digital economy have also been set, which will periodically cover the years 2020-2023. In particular, in 2020-2021 to connect all health facilities, schools and preschools, as well as villages and neighborhoods to high-speed Internet and improve the quality of communication services, complete modernization of digital infrastructure and access to modern telecommunications services in all regions, by 2022. It aims to increase the share of e-government services to 60% and to double the share of the digital economy in the country's GDP by 2023.

While the development of the digital economy will ultimately eliminate corruption, it is inevitable that there will be significant positive changes in the education system of our country, as in all areas. The selection and training of talents, their proper orientation to the profession, science will serve the development of human capital in our country. This will lead to the upbringing of worthy heirs to our great ancestors, to the emergence in this great land of repeated thinkers, brilliant scientists. In the words of our President: "The Renaissance will be the same, then new Ulugbeks will be born…"

It is no coincidence that the head of our state has a long-term vision and a deep understanding that the achievement of future heights will be followed by the development of the digital economy, emphasizing that there is no future for the national economy without the digital economy.

Another important aspect is the need to digitize the areas where the population is most affected, and to prioritize the alleviation of human suffering. For this purpose, projects on digitization of health, cadastre, social protection, agriculture, education have been identified. In particular, the introduction of "e-clinic", "e-diary", "e-textbook", "teacher evaluation" systems in all regions. As our people experience positive changes in their daily lives, first of all, their confidence and motivation for the reforms being implemented in our country will increase. As a result, there will be activity in strengthening public control, increasing the sense of involvement in the development of the country, strengthening the position of active citizenship.

V. Conclusion

In conclusion, in order to develop the digital economy, which is a factor of the innovative economy in our country, first of all, it is necessary to increase the speed of the Internet and optimize prices in our country. In addition, increasing the knowledge and skills of the population to work with computers and computer programs is one of the important factors in the development of the digital economy. To do this, you need to set a number of practical tasks.

In particular, the organization of free computer courses, the development of e-commerce platforms, the improvement of electronic document management systems, providing more and more information to the public about innovative digital technologies, the future of higher education institutions studying economics Fundamentals ”should be introduced as a textbook, and ample opportunities should be created for them to apply their knowledge in practice. The implementation of the above will play an important role in enhancing the role of the digital economy in our country, accelerating the exchange of information.

The widespread use of the Internet by households also plays an important role in increasing the efficiency of networks and industries, reducing unnecessary costs and time, and increasing the share of innovative technologies in the economy. The development of the digital economy on the basis of such reforms will allow our country to take a place in the ranking of the world's most developed economies.
